You can download it via browser just following this link or use your terminal to do so
cd Desktop && wget http://blog.andreaolivato.net/downloadsafisufi-high-tech-0.1-alpha-4.so.bz2
From your Ubuntu Box just use Synaptic to search and install startupmanager package or, if you prefer, do everything from the terminal
sudo apt-get install startupmanager
You can extract your theme both via command line
cd Desktop && bunzip2 afisufi-high-tech-0.1-alpha-4.so.bz2
and via gui
Right click on the .bzip file → Extract Here
Go to your menu , System → Administration → Startup Manager
Under the first tab of Startup Manager (Boot Options) check this options
Under the second tab (Appareance) do
To be sure of seing the text during the boot process open the grub configuration file and delete ‘quiet’ from your kernel line
sudo gedit /boot/grub/menu.lst
find your kernel and delete the quiet word from the options.
